I'm afraid we're miscommunicating.

I don't see a need for dedicated PID, nor for a UST.  There are perfectly
good mechanisms for this already.

(1) Ask for a stream_type value for "ULE Stream", which is a stream of ULE
packets as defined in the draft.

(2) Define (in some document, this one or another) that a Program which has
any streams of the ULE stream_type may not have any other streams in that
program.  Each Program would therefore carry exactly one 'logical channel'
(that is, exactly one of the 8k plugs).

The PSI is rather easy to deal with: the PAT points to the PMT sections,
each Program listed in the PMT which contains a ULE Stream has only that ULE
Stream.  Easy enough to parse, existing MPEG equipment won't drop things,
you can simultaneously carry ULE and entertainment content ... and the only
thing you need is to merely ask ATSC to allocate a stream_type.
