ipdvb: draft-fair-ipdvb-ule-02.txt progression to WG draft

I am pleased to announce the adoption of the following draft as a Working
Group work item. This draft will be re-issued as draft-ietf-ipdvb-ule-00,
following re-opening of the Internet Draft Archives after the Seoul meeting.
A list of known issues will be posted soon by the authors and inputs will be
appreciated to address as many of these issues as possible in the next
revision.
