In the ETSI EN 301 192 reference, the use of CRC or checksum seems
mandatory..

Have you another reference stating that it is optional ?

The overhead associated with IP over MPEG-2 is 4Byte mpeg-2 header +
17Bytes
MPE (Multi Protocol Encapsulation) if utilizing the CRC or checksum
option
and 13Bytes if not
The 17 bytes are added only if this mpeg frame contain the IP header
See ETSI EN 301 192 (DVB specification for data broadcasting)
Section Packing will only eliminate the 4Bytes mpeg2 header but it is
recommended if the link utilization is more important then the link
speed
(e.g. Geo Stationary Satellite networks)
