There are three separate players, who each have raised this:

(i) DVB receiver developers.
The need is for DVB receivers to identify quickly and efficiently
the DVB multiplex associated with a received IP flow, and the
PIDs used to support this service. This assumes the IP service
uses multiple PIDs/transport multiplexes. Such mapping of IP 
address to PID could be performed using DVB tables.  Various proposals
were sent to DVB-SI DAT about this, some (not all) are in the list
archive.

Whatever way this is done, future systems may have a need to
do this quickly and efficiently.

(ii) Non-TV DVB satellite
Some people use DVB as a bearer network, with little intent on 
providing full DVB services. These may be using it as a private
network - and simply want a standard transmission format. 
Since the mechanism is very similar to "arp" - then it could 
make sense to re-use the arp protocol, keeping this as an
IP-level function rather than a DVB-specific function. This
allows ip driver software-based processing as well.

(iii) Future non-DVB systems
In future, people building next generation systems may use
DVB, or may choose to use other (but similar) technologies:

Such systems also need to work with satellites performing OBP
and with advanced QoS support. 

Providing a generic protocol solution could also help solve
this problem in similar, but, non-DVB systems.
