Well, there are official memoranda of understandings these
days; thinking of e.g.

RFC3113/3131 3GPP(2)-IETF standardization collaboration

in particular (the 'non-protocol document' bit is always amusing;
these seem intended to keep the non-IETF group happy). The main reason
imo that the IETF doesn't form liasons is that since the
decision-making and document drafting process is more open (to those 
who don't mind wading through email vs attending meetings, anyway) it
thinks it has far less need to...

not sure such a collaboration doc is a worthwhile goal.
